I just got a set of Pendlay Econ bumpers and a Nexgen Bushing bar. I don't have anywhere to put a platform, so I'm planning on just lifting outside on the street or in the park (racquetball court) for now. I figure I'll get some 3/4" horse stall mats and throw those down just so I don't scuff the hell out of the bumpers. Is it OK (for the bar and plates) to drop on just one layer of matting with concrete or asphalt underneath?

yup, your fine doing that. If you are lifting directly on smooth concrete you won't have any issues either (garage floor). Plates do not require a surface to absorb the energy, they can be dropped on hard surfaces. Just make sure there is no loose rocks or pebbles around, they can dig into the plates.

That's great, thanks. I'll have to see how smooth the racquetball court is - if I can avoid having to drag big rubber mats over to the park, it'd be awesome.

When I coached in Texas, I actually conducted our practices in a racquetball court for a few months sometime in 2002 i think? True story. That was after we left one facility, and before we found another. Inconvienient, but, we had no problems with equipment.
